State issues vs. Federal issues (Not a thread about Civil War political issues)

So, should we list decisions and responsibilities that we think should belong to the state and to the feds?

Please be detailed and give a provide a little background to the how and why. "Because I hate the feds" doesn't count as a reason. Nobody is right or wrong here. It's purely hypothetical.

Don't we already have a list?

Yeah it's a list, but the Feds don't seem to pay much attention to it. The point was to discuss the more specific programs and points. It seemed there was a demand for it.
