As far as the death penalty not being an effective deterrent, I strongly disagree. A good example to the contrary was the lawless state of Romania during the early 1400s. Crime was common in broad daylight and on crowded streets.

When Prince Vlad Dracula (namesake of the mythical vampire Dracula) came into power in 1448 all crimes greatly decreased and turned Romania into a civilized country. Vlad had a fascination with public executions by impaling the condemned onto wooden stakes and left as an example to the rest of the public. He was cruel and ruthless, but his actions led to the independence of his country and he is seen as a national hero today by the Romanians.
