True, but that never stopped people from trying and setting new precedents. The law is ever changing... If it doesn't suit you, then lobby to change it. Appeal like there is no tomorrow. If you are Bellsouth or the AARP, you are likely to win. Does Walmart have a large lobby force in DC? I would not be surprised if it did.
