Well, it was the Carousel Lounge - now renamed the sign's merry-go-round motif extended indoors to a vision complete with the slowly rotating lounge encircling the bar. As the martini glass and other booze inconography testifies, the sign left no doubt about this place's purpose. Youree Drive. Just around the corner to The Cub. And the Rusty Nail (formerly Tape City?) 
 
The bar still rotated when I visited back in the day. Or so it seemed.
