Although it has already taken nearly four decades to get this far in building the Internet, some university researchers, with the federal government's blessing, want to scrap all that and start over.

Oh sure, and HOW do they think the Internet can be scrapped and restarted? The Internet has no specific location or single machine with a single switch that can be thrown to turn it all off.

Besides, a lot of people get their living from the Internet. A lot of people handle their finances, communicate with friends, and earn their living from the Internet. The Internet cannot be restarted.
