No I doubt Nagin would ever promise to make this a "Chocolate Louisiana", even to garnish votes. I think he learned his lesson in that regard. But then again, he got re-elected. So maybe that sort of thing does work. I could be wrong.

Why would you not want him to run? He'll take away votes from candidates that share ideas that appeal to people dumb enough to vote for Ray Nagin.
