The incident began when the girl and her family were returning to their apartment from grocery shopping around 6 p.m. Sunday. Police said a man then ran up, kicked the girl's grandmother, grabbed the child and ran toward his own apartment.
But the girl's mother chased him down and yanked her daughter out of his arms. The woman's neighbors then surrounded the man until police arrived.
