Well put Joe I was going to say that. Why is it 17% can cause such a stir in Washington and Baton Rouge ? Some white people feel sorry for them and others are just plain afraid of them and we can not just think money will fix this large problem as I said in another post it is a very different culture that accepts no fathers and going to jail for a while is no big deal.
