is this looking Down from like the I-20 onramp, looking south down barksdale blvd ?? or what ? there's like NOTHING there ??

Well that looks like a guardrail on a bridge. Maybe that is a clue. Not many bridges on Barksdale Blvd....

Can't be I-20. The guard rails are too straight.

Yep, that's the Shreveport/Barksdale bridge back when there was only one span and before Shreve City was built.
