1. Dogs can't inherit money, she didn't leave any money to the dog, she left money to a trust or some similar construction whose stated purpose is the welfare of the dog

2. She left money to some entity to take care of another entity that cannot take care of itself. That's the definition of a charity. A charity that serves one animal is still a charity.
