Four quarters a year with a two week break between each quarter. Keep them in school and off the street. Oh and teachers still get paid for the weeks off would not wont to mess with NTA

Yep, having summers off is a ridiculously outdated idea and shod be done away with. It's not any hotter today than it was 50 years ago when our parents and grandparents managed to go full-time without air conditioning.
