Walton Construction officials have been summoned to the Shreveport city council meeting Tuesday to discuss their struggles complying with the city's Fair Share program, which was created to increase minority participation in city contracts

That must suck to hire subcontractors based on their minority status rather than based on price or quality of work. That just doesn't seem very American to me. How can you manage a job if you don't have 100% control over who you can hire and fire?
