Yeah I read through your dmca link and then researched a bit more. I couldn't find where it said you couldn't backup video, but I did see where it said you couldn't strip copy protection. Since almost all, and I say almost since I haven't watched them all, video is copy protected it's a null point.

It believe it only applies to digital copy protection, so you can circumvent the Macrovision on VHS tapes, but not CSS on DVDs.
