On one of the articles it stated if the reform passed the immirgrants would have 5 years to pay a $5,000 fine. Why should they give them 5 years? That seems like that is too much time to allow them to pay the fine.

I hope there is a clause in there that says if they stop working and paying taxes, the get instantly deported.
