There's a 99.9999% chance that this kid is a huge pain in the arse to all of his teachers and this was finally an excuse for them to get rid of him. If he had been a decent kid nothing would have been pursued.

I think you're probably right, but sometimes schools are ridiculous in their inability to "interpret" policy. Look at the case where the girl had to go to an alternative school because she offered another student a midol.
